The White House was built after the creation of the District of Columbia by an Act of Congress in December 1790. President George Washington helped choose the site, along with city planner Pierre L'Enfant. The architect was chosen in a competition which received nine proposals. The honor was awarded to James Hoban, an Irishman, and construction began with the laying of the cornerstone on 13 October 1792. Construction was completed on November 1, 1800. Expenditures were $ 232,371.83 over a period of eight years of construction. What is today, with the effects of inflation, amount to about 2.4 million.
